't support the abandonment of equipment under chinatown. i believe the loss of finances and the loss of momentum could reduce the chances for an eventual north beach station. i do support the extraction at the 1700 block of powell. whether that be the pagoda or one of the adjacent properties. i think the pagoda itself has a lot of benefit. if the extraction takes place, if the land is leased from the property owner, not purchased, the property owner has a lot to gain. there is a high water table. there's tons of concrete, bleachers poured in the middle of that building. if the city extracted the unit there and left that property owner with a better situation, it would benefit both us and him. of course, the purchase of the property is what i'd like because i think there are a number of benefits to the neighborhood in having a transit station at that particular location. but we're not just talking about transit, bull the entire public relevant being of north beach. the escalator alignment and all the connections, i think for us it allows some changes to the heart of north beach that c

. i'm here speaking today as a representative from the north beach business association and chinatown cdc. we have written a joint letter that i'd like to read to you today in support of option 4. the chinatown community development center is a proud long-time supporter of the central subway. with the north beach business association, we endorse the concept of an extension to north beach and fisherman's wharf. we support director reiskin's proposal to study extraction of the tunnel boring machine at the pagoda theater with an alternative of behring the tbm under columbus avenue. we also support the mta's efforts to plan for a station at the pagoda theater and additional stations to and from fisherman's wharf. this will create a north-south connection that serves the eastern edge of san francisco, connecting important neighborhoods and communities. the north beach business association, we have over 80 members in north beach would like to add a few more comments, which is, we would like to see the excavation in a new station at pagoda palace, but we want to make it clear that we do not

. prior to that hearing actually a group of many of our residents from neighborhoods, chinatown and south of market and the tenderloin had been convening meetings fore over a year to discuss what we could do about the citywide epidemic that has been plaguing our neighborhoods. through the work group this legislation came forwards a series of recommendations on what we could do to better abate bedbugs and the bedbug abatement issue here in san francisco. this legislation will address three primary issues. the first of course is to actually collect data on bedbug abatement. so to require pest control operators to report to the department of public health on bedbug abatements and to have disclosures and create better information by the city and county of san francisco for tenants, our operators and for our property owners. so i wanted to call up two individuals who have been working very steadily on this project. mr. vining and miss chung. with the earthquake, when people in chinatown said "gosh we're really going to suffer, and if we're going to be participating in our great economy in san francisco we have to find a way for better transportation routes to transfer people up north and down south of the city, and when we call ourselves a city as a transit first city there is no better example than that than what is reflected in the plans for the central subway. this project is a vital enhancement of our public transportation system. it's going to significantly improve the movement of tens of thousands of franciscans and if you were here this past weekend when people were predicting it would be jam san francisco instead of san francisco you knew that folks were educated because of the great leadership at our mta, our county transportation, all of our transit systems and were at the highest level of educating the visitors and others to use public transportation. it will work for all of us and as we build the housing units we identified in hunter's point and treasure island and welcome more people to our great city and we a

the option of removing the tbm from the chinatown station site. the environmental process concluded in 2008 that constructing the retrieval shaft on columbus avenue would cause the least disruption to traffic and public access to locals and businesses. now, that brings us to presentation. four community meeting were held before construction of the north beach retrieval shaft work which started in august of 2012. the presentations of those four meetings described the work necessary to construct the tbm retrieval shaft on columbus avenue. and some members of the north beach community raised concerns at these meetings about traffic and business disruption caused by the retrieval shaft construction. before you is the plan that's environmentally approved, which shows the retrieval shaft work on columbus avenue. the utility relocation work was completed between august and november of this year. on the half block section of columbus between union and filbert, and only one lane of traffic was closed at a time for this utility work. the construction of the retrieval shaft is scheduled to again 2013,
